Mr. Ben Kamugasha holds an LLB (Hons) degree from the Faculty of Law, Makerere University and a M.Sc. (Econ) from the London School of Economics, London University. (Majoring in Personnel Management, Institutions and Processes). Mr. Kamugasha has wide experience in the area of Human Rights. He was the Permanent Secretary in the Uganda Ministry of Constitutional Affairs at the time of the constitutional making process of the 1995 Constitution of Uganda, a position which exposed him to human rights issues. He is also an institutional and organizational specialist.
Mr. Kamugasha is affiliated to the Firm and undertakes wide ranging legal, policy and institutional consultancy work in close collaboration with the legal consultancy division of the Firm. He has undertaken many legal, policy and institutional reform studies in the water, sanitation and environment sectors at both national and regional levels.
